How to Solve

The criss-cross grid needs to be filled twice: once with 28 US states, and once with those 28 states' capitals.

The value chart, which runs from 2-52, is a clue that two letters are entered into each square.

Realizing that you must solve the criss-cross for both the states and their capitals narrows down the possibility space—ALABAMA can't be in the state grid, for example, even though it would fit, because MONTGOMERY will not fit in the capital grid.

Once both grids are filled, add together the values of the letters (A=1, B=2, etc.) Use those values to color in the 197-square grid to reveal a picture of a mermaid.
