Each pie chart shows the colors on the flag of a first level administrative division (state, province, prefecture, etc.) (from hereonin, this is just referred to as a state). The series of charts can be divided into sets for different countries, where each set forms a chain of adjacent states. However, each chain is missing one state. This state's name is the same number of letters as the chain if the missing pie chart was included. Extracting the letter in the same position as the missing chart gives the message EXCELSIOR FLAG.
