Great job breaking into the data centers so far. Look what I found in their

Reminders for new operators:

Here in Enigma Valley Investment & Loan Information Technology, we take
security very seriously. As part of this, the master password for your region's
data center changes on a monthly schedule. You must use the new password that
you get from this message.

The list of passwords is of course not sent in the clear. It is instead
protected with industry-standard evil encryption, performed on separate
machines in case a computer is compromised. You will need a message key to
decipher it, which you were given at the monthly operations meeting.

We pride ourselves on the security of our communications. Our unbreakable
cryptography system even has a component that has never been seen by anyone
outside of the company. Reflect on the significance of that. So please do your
part to keep this information secure!

The message, when decrypted, contains the new passwords for all
20 data centers, sorted alphabetically by city name. Each password is
terminated by the letter X.

Now is a great time to test your machine. If, for example, we were updating the
passwords at two data centers in cities A and B, and giving them the new
passwords FOO and BAR respectively, and the message key is AAA, you would
receive the message

    VWRHR VTP

This message decodes to:

    FOOXB ARX
