Answer: UNAUTHORIZED

Each set of four clues include one whose answer must be written rimward (up), one hubward (down), one turnwise (forward), and one widdershins (back), in random order. When each is written correctly, the four entries can unite by changing one letter in each to the same letter, making a real-world country reading vertically and another reading horizontally. The first enumeration is the vertical country and the second is the horizontal one. The common letters at the points of intersection spell UNAUTHORIZED.
