This is a standard Paint By Numbers puzzle, except that some cells can
count for half.  To color in half a cell, draw a diagonal line from
one corner to the other, then shade in one of the two resulting
isoceles triangles.  Here are some examples of how you might color in
a "1 1½" row that's four cells wide:

There are many ways to fill in half a cell, and you'll need crossing information to reduce your options (ex. 1 and 2). Note that any edge with white on one side and black on the other is considered to break up a string of black cells (ex. 3). Also note that two halves make a whole (ex. 4).
