It is easy to see that the clues do not correspond to the given grid.
Ignoring it, you can solve the clues as a 15x15 symmetric diagramless.
Superimposing the original grid and reading the letters that are
covered by black squares yields SECOND LETTER OF EVERY THIRD ACROSS
CLUE.  Taking the second letter of every third across clue, beginning
with the first, gives LAKEFRONT VIEW.  The letters in the original
grid are a red herring and tell the solvers such when read from bottom
to top, right to left.
